A signed work order proves that an administrative action occurred; it does not by itself prove that the original symptom is resolved, every guard and energy-control device is restored, the operating configuration is correct or the machine is accepted for the next task. Return-to-service assurance is a separate, bounded decision with visible evidence and authority.
