A biosecurity movement record answers who or what crossed a defined farm boundary, from where, to where, when, under whose authority and controls, and what happened when the movement did not follow the approved plan. APHIS biosecurity guidance describes segregation, controlled access, cleaning and disinfection, and attention to animals, people, vehicles, clothing, equipment and materials. APHIS animal-disease traceability separately emphasizes knowing where animals have been and when they were there during an investigation.

A farm record should preserve the exact operation, premises and functional zone; the person, animal or group, vehicle, machine, tool, feed or material; origin and destination; time; purpose; authorization; required controls; completion evidence; exception; response; and correction. Species, production system, disease situation, law and veterinary plan determine the actual controls.
