Farm Task Competency
and Authorization

A training attendance record is not proof that a person is ready for every farm task. Task authorization connects a specific job, equipment, site and operating mode to current hazard and control information, understandable instruction, worker questions, demonstrated knowledge or skill through an approved method, required supervision, explicit authorization, change triggers and revocation. It supports accountable work planning; it never transfers the employer’s responsibilities to a badge or app.

OSHA safety-program guidance emphasizes job-specific hazards and controls, understandable training, worker participation, additional training after relevant changes and evaluation. NIOSH places elimination, substitution and engineering controls ahead of administrative controls and personal protective equipment.

The system must therefore keep task authorization downstream of a current hazard-control process. It should preserve the worker’s role and employer relationship, task version, location, equipment and attachment identity, operating mode, prerequisites, language and accessibility, instructor and assessor evidence, restrictions, supervision, dates and change history without storing unnecessary personal information.
