WSDA's program separates product registration, bulk-facility licensing, sampling and secondary-containment oversight, demonstrating that product identity and facility controls are related but distinct. OSHA hazard communication adds another boundary for covered workplace chemicals.

The inventory record should never be treated as a facility design. It exists to preserve identity, location, quantity method, condition, custody and exceptions while routing decisions to current labels, SDSs, engineers and local authorities.
